Shopping in Mauritius can be more rewarding than simply picking up a few souvenirs before your flight home. If you are visiting the island on a foreign passport, some purchases made at participating shops may qualify for a VAT refund when you leave Mauritius.
The system is fairly straightforward once you understand it, but there is an important catch: you cannot walk into any shop, keep a normal receipt and automatically claim 15% back at the airport.
The purchase has to be made through a retailer participating in Mauritius’ Tax Free Shopping system, the correct documentation must be created, and you normally need to present the goods for Customs verification before checking in for your flight.
This guide explains how tax-free shopping works in Mauritius, who qualifies, the minimum purchase amount, what you need to do at the airport and why the amount you actually receive may be considerably less than 15% of the price you paid.

Mauritius VAT Refund: Quick Answer
| Who can claim? | Visitors holding a foreign passport and a valid ticket to travel from Mauritius to a foreign country |
|---|---|
| Minimum qualifying purchase | MUR 2,300 per visitor from a participating registered store |
| Maximum purchase | No maximum limit stated by MCCI for eligible purchases |
| Standard Mauritius VAT rate | 15% |
| Do you receive the whole 15%? | No. Administrative charges are deducted from the refund |
| Where must you shop? | At retailers participating in the Tax Free Shopping scheme |
| Where are goods checked? | MRA Customs VAT Refund counter before check-in at SSR International Airport |
| Where is the refund collected? | MCCI Tax Refund counter after immigration and security |

The most important thing to remember is to tell the shop that you want to use the Tax Free Shopping scheme before completing your purchase.
A normal till receipt from a non-participating store will not suddenly become eligible for a tourist VAT refund when you reach the airport.
How Does Tax-Free Shopping Work in Mauritius?
Mauritius has a system that allows qualifying foreign visitors to recover VAT paid on certain goods that they purchase during their stay and take out of the country.
The scheme is operated with the involvement of the Mauritius Revenue Authority (MRA) and the Mauritius Chamber of Commerce and Industry (MCCI).
There are actually two slightly different ways to shop:
- VAT refund: You pay the normal price including VAT while shopping and claim the eligible refund when leaving Mauritius.
- Tax-free purchase with airport delivery: Applicable taxes are removed when you buy from an eligible participating retailer, and the goods are sent to the airport or port for you to collect when departing.
For most visitors walking around shopping centres and boutiques, the first system, paying for the item and claiming the VAT refund before departure, is the one they are most likely to encounter.
If you are still deciding what is actually worth buying, read our guide to what to buy in Mauritius. It covers local crafts, textiles, jewellery, model ships, tea, sugar and other popular souvenirs.
Who Can Claim a VAT Refund in Mauritius?
Under the Mauritius VAT rules, a visitor is essentially someone who holds:
- A foreign passport; and
- A valid ticket to travel by air or sea from Mauritius to a foreign airport or port.
This means the scheme is designed primarily for international visitors who are taking the purchased goods out of Mauritius.
You should have your passport and travel information available when making a tax-refund purchase because the participating retailer needs your visitor details to process the transaction correctly.
What about Mauritian citizens?
There is an important distinction here.
Departing Mauritian citizens can use certain tax-free airport or cruise delivery arrangements when travelling abroad, but the conventional VAT refund on goods already purchased and carried by the visitor is specifically designed for foreign visitors.
If you are Mauritian and travelling overseas, ask the participating shop which form of Tax Free Shopping applies to your purchase rather than assuming that the tourist VAT-refund procedure applies.
How Much Do You Need to Spend?
According to the current MCCI Tax Free Shopping information, the minimum qualifying purchase for the tourist tax-refund scheme is:
MUR 2,300 per visitor from a registered Tax Free Shopping store.
There is currently no stated maximum limit for eligible purchases.
This minimum makes sense when compared with the MRA rule that no refund is made when the refundable VAT before administrative charges is below MUR 300.
Because Mauritius’ standard VAT rate is 15%, the VAT contained within a VAT-inclusive purchase price is not simply calculated by taking 15% of the final price. This is one reason you should not assume that spending Rs10,000 means receiving Rs1,500 at the airport.
What Can You Claim a VAT Refund On?
The Tax Free Shopping scheme is primarily designed for physical goods intended for personal use and purchased from participating retailers.
MCCI gives examples including:
- Electronics and electrical appliances
- Clothing and fashion
- Footwear and accessories
- Jewellery
- Watches
- Arts and crafts
- Local handicrafts
This can make the scheme particularly useful if you are buying higher-value items such as jewellery, watches, electronics or quality Mauritian crafts rather than just a few inexpensive souvenirs.
What doesn’t qualify?
Services and consumables are excluded from the tourist VAT-refund scheme.
You should therefore not expect to claim VAT back on spending such as:
- Hotel accommodation
- Restaurant meals
- Taxi fares
- Excursions and tours
- Spa treatments
- Car rental
- Other services consumed while you are in Mauritius
Spirits, wine, cigarettes and other tobacco products are also specifically excluded from the VAT-refund arrangement.
These products may be available through separate duty-free or airport-delivery arrangements, but that is different from claiming a VAT refund on an ordinary purchase.

Not Every Shop Offers Tourist VAT Refunds
This is probably the most important part of the entire process.
Buying something from a VAT-registered business does not automatically mean that the purchase qualifies for tourist tax-free shopping.
The retailer also needs to participate in the Tax Free Shopping system.
Look for the official Tax Free Shopping logo displayed at the shop.
You can also search participating businesses through the official Mauritius Tax Free Shopping website.
The participating network covers different types of retailers, including jewellery, fashion, electronics, crafts and specialist stores.
What about markets?
Traditional markets are excellent places to buy textiles, crafts, food and inexpensive souvenirs, but individual market sellers will not necessarily participate in the tourist VAT-refund scheme.
Do not assume that an item is refundable simply because you received a receipt.
If tax-free shopping is important to you, ask the seller before making the purchase.

What Should You Do When Buying Something?
If you find an item you want at a participating retailer, tell the salesperson that you are a foreign visitor and want to claim the Tax Free Shopping refund.
There are now two ways the process can be handled.
Option 1: Use the MCCI Tax Free Shopping app
MCCI offers a digital system intended to make the airport process quicker.
The general process is:
- Register your passport and travel information in the Tax Free Shopping app.
- Generate your personal QR code or barcode.
- Show the code when purchasing goods at participating stores.
- Your qualifying transactions are recorded digitally.
- At departure, present your purchases and QR code or passport to MRA Customs.
- After Customs approval, proceed through check-in, immigration and security before collecting your refund.
The advantage is that your transactions are stored electronically, reducing the risk of losing the paperwork you need at the airport.

Option 2: Use the manual process
You can still use the traditional paper procedure.
At the shop:
- Tell the retailer you want to claim a visitor VAT refund.
- Provide your passport and travel information.
- Ask for the required VAT Paid Supplies to Visitor sales receipt or DF5 documentation where applicable.
- Keep the receipt and goods together safely until departure.
Do not throw the paperwork away with your normal shopping receipts.
How to Claim Your VAT Refund at Mauritius Airport
This is where preparation matters.
If you simply pack everything into your checked suitcase, hand the suitcase to the airline and then remember your VAT refund after security, you may have a problem because Customs can require you to physically present the goods.
Step 1: Arrive earlier than usual
SSR International Airport specifically advises VAT-refund passengers to arrive early enough for the goods and documentation to be checked.
If you have several refund purchases, allow additional time rather than arriving at the airport at the last possible moment.
Step 2: Go to the MRA Customs VAT Refund counter before check-in
At SSR International Airport, the MRA Customs VAT Refund counter is located in the International Check-In Hall B, opposite Door 15.
This part comes before you check in your luggage.
Have the following ready:
- The goods you purchased
- Your passport
- Your travel or flight details
- Your VAT Paid Supplies to Visitor receipt or DF5 invoice if using the manual process
- Your Tax Free Shopping QR code or passport if using the digital process
Customs may inspect the goods before approving your claim.
Step 3: Check in for your flight
Once Customs has approved the purchases, you can proceed to normal airline check-in.
If an item needs to travel in checked luggage because of its size or airline rules, make sure Customs has seen it before surrendering the baggage.
Step 4: Go through immigration and security
Continue through the normal departure process.
Step 5: Collect the refund from MCCI
After security and passport control, go to the MCCI Tax Refund & Airport Delivery Counter near Gate 19 in the International Boarding Hall.
Present the approved information and complete the refund.
The process in one line
Shop → keep goods and documentation → MRA Customs before check-in → check in → immigration/security → MCCI refund counter.
That sequence is worth remembering.
How Much VAT Do You Actually Get Back?
Mauritius has a standard VAT rate of 15%, but this does not mean tourists receive 15% of the amount printed on their receipt.
There are two reasons.
1. VAT is already included in the retail price
If an item costs Rs2,300 including VAT, the tax component is Rs300 rather than Rs345.
The pre-VAT price is Rs2,000 and 15% VAT adds Rs300, producing a final price of Rs2,300.
2. Administrative charges are deducted
The official scheme applies administrative charges to refunds.
Current MRA and MCCI information states that the deduction is:
- 2% of the sales value excluding duty, excise duty and taxes, subject to a minimum charge of Rs200; and
- An additional 4% of the sales value excluding duty, excise duty and taxes when that value is Rs3,000 or more.
As a result, the amount you receive can be significantly lower than the VAT component of your purchase.
A simple example
Imagine you buy an eligible item costing Rs2,300 including VAT.
- Price before VAT: approximately Rs2,000
- VAT paid: Rs300
- Minimum administrative charge: Rs200
- Approximate refund after that charge: Rs100
This is a simplified example. Your actual refund is calculated under the scheme rules and may also be affected by the refund method and currency conversion.
The lesson is simple: tax-free shopping is generally more worthwhile on substantial purchases than on inexpensive souvenirs.
VAT Refund vs Buying Tax Free: What’s the Difference?
The terminology can be confusing because Mauritius offers both VAT refund purchases and tax-free airport delivery.
| VAT Refund | Tax-Free Airport Delivery |
|---|---|
| You normally pay the price including VAT in the shop. | Applicable VAT and/or duty is removed when purchasing. |
| You take the goods with you. | The participating retailer sends the goods for collection at departure. |
| You present the goods to Customs before check-in. | You normally collect the sealed purchase after security. |
| Your refund is processed at departure. | You already received the tax saving in the purchase price. |
| Mainly intended for foreign visitors. | Can also be available to departing Mauritian citizens. |
The airport-delivery option can be particularly convenient for higher-value shopping because the goods remain under Customs control and you do not need to carry them around for the remainder of your holiday.
Participating airport-delivery retailers currently include businesses selling jewellery, electronics and other eligible goods.
Where Should Tourists Shop in Mauritius?
Your best shopping area depends more on what you want to buy than whether it offers a tax refund.
Shopping centres
Major shopping centres are convenient for fashion, electronics, jewellery and branded goods. Participating Tax Free Shopping retailers can also be easier to identify in these areas.
Port Louis
The capital combines modern retail around the waterfront with markets and independent shops. It is useful if you want to compare formal retailers with traditional shopping in the same day.
Grand Baie
Grand Baie is one of the island’s main tourist shopping areas, with boutiques, shopping centres, jewellery stores and the bazaar all relatively close together.
If you are staying in the north, see our guide to things to do in Grand Baie.
Local markets
Markets such as Port Louis, Flacq and Quatre Bornes are better suited to inexpensive souvenirs, fabrics and local shopping than organised tax-free purchases.
They are still worth visiting even if you cannot claim VAT back.
A Practical Tax-Free Shopping Checklist
Save this checklist before you go shopping:
At the shop
- Look for the Tax Free Shopping logo.
- Confirm that your specific purchase qualifies.
- Have your foreign passport available.
- Provide your departure information.
- Use the Tax Free Shopping app or request the correct visitor sales documentation.
- Keep your receipt carefully.
Before leaving your hotel
- Put all VAT-refund goods somewhere easy to reach.
- Keep your passport and documentation together.
- Do not bury the goods inside checked luggage.
- Allow extra airport time.
At SSR International Airport
- Go to MRA Customs in Check-In Hall B.
- Present the goods and required documentation.
- Get Customs approval.
- Check in for your flight.
- Pass through immigration and security.
- Go to the MCCI counter near Gate 19.
- Collect or arrange your refund.
Tax-Free Shopping Should Be a Bonus, Not the Reason You Shop
Mauritius has plenty of things worth taking home, from locally made textiles and crafts to jewellery, art and products connected to the island’s sugar and tea industries.
The VAT-refund scheme can reduce the cost of eligible purchases, particularly higher-value items, but it works best when you understand the process before reaching the checkout.
Look for participating stores, keep the right documents, leave enough time at SSR Airport and remember that administrative charges reduce the final refund.
Most importantly, buy something because you actually want it, not simply because a shop window says “tax free”.
